Cleanroom contractor in the UK: rules for buyers

In the United Kingdom the Medicines and Healthcare products Regulatory Agency (MHRA) licenses and inspects the owner's medicine plant, not the contractor. In Great Britain a construction product may carry CE or UKCA marking.

Which rules apply to your plant

GOV.UK says MHRA inspects manufacturing and distribution sites for compliance with good manufacturing practice, and that a site is inspected when it applies for a manufacturer or wholesale dealer licence and then periodically (GOV.UK, GMP and GDP inspections).

PIC/S lists MHRA as a participating authority with accession to the scheme in June 1999 (PIC/S, checked 1 November 2026).

Who builds cleanrooms here

Manufacturer licence holders are the regulated buyers, because MHRA inspects them when they apply and then periodically. This reading comes from the GOV.UK page, not from market statistics.

What a foreign supplier must arrange

GOV.UK says the CE mark continues to be available for construction products in Great Britain, following a written ministerial statement of 2 September 2024. The UK mark can also be used, but then a UK approved body must do the testing and certification where a designated standard or UK technical assessment applies (GOV.UK, Construction Products Regulation in Great Britain, last updated 21 May 2025).

The Construction Products (Amendment) Regulations 2025 (SI 2025/1172), made on 6 November 2025 and in force from 8 January 2026, extend the references to the EU Construction Products Regulation in the Great Britain rules so that they also cover Regulation (EU) 2024/3110 (legislation.gov.uk).

A panel supplier should expect to be asked for CE or UKCA marking, and the declaration of performance, for each product.

What to send for a first scope

Send the room list with the ISO 14644-1 class and occupancy state for each room. Add floor plans and ceiling heights. State whether the plant is new or existing, whether the rooms are sterile, and which nation of the UK the site is in, because Northern Ireland follows different marking rules. Name the quality head who will deal with MHRA.

Send your room list to ZY Cleanroom, a cleanroom design-and-build contractor with its own panel factory in Tianjin, China, to have a first scope prepared. CE-marked and FM-approved panels can be supplied for projects that require them, and other certification can be arranged per project.

Who does the site work

Site work is delivered with a licensed local contractor: yours, or one named in the contract. ZY supplies the design, panels, doors and numbered drawings.

Questions

Common questions

Does MHRA approve cleanroom contractors?

No. MHRA licenses and inspects the owner's site. The owner chooses and manages the contractor.

Is CE marking still accepted in Great Britain?

Yes. GOV.UK says the CE mark continues to be available for construction products, and UKCA can also be used.

Do I need a UK approved body?

Only for UKCA marking, where a designated standard or UK technical assessment applies (GOV.UK, last updated 21 May 2025).

Is the UK a PIC/S member?

Yes. PIC/S lists MHRA with accession to the scheme in June 1999 (PIC/S, checked 1 November 2026).
