Cleanroom contractor in Jordan: rules for buyers

Which rules apply to your facility

PIC/S says JFDA became its 57th participating authority on 1 January 2026, after a complete membership application in January 2021 and an on-site assessment visit in April 2025 (PIC/S, checked 31 October 2026).

Pharmaceutical establishments are licensed under the Regulation for Licensing Pharmaceutical Establishments, No. 162 of 2019, which took effect on publication in the Official Gazette at the end of 2019 (Al Tamimi, November 2020). Its Article 19(b) says it does not apply to drug factories, and manufacturers have a separate licensing regime (JordanianLaw, regulation text; Al Tamimi, November 2020).

For hospitals, the Health Care Accreditation Council (HCAC) is a private non-profit company registered in 2007. HCAC says its Hospital Standards hold ISQua accreditation (HCAC, checked 31 October 2026). Ask the owner whether licensing, accreditation or both will inspect the building.

Who builds cleanrooms here

Drug factory owners whose plants face inspection by a PIC/S member are the clearest buyers of cleanrooms. Hospital owners are the other group, because HCAC accredits hospitals against its own standards.

What to send for a first scope

Send the room list with the ISO 14644-1 class and occupancy state for each room. Add floor plans and ceiling heights. State whether the plant is new or existing and whether the rooms are sterile or non-sterile. Say whether JFDA inspection, HCAC accreditation or both apply, and which PIC/S GMP Guide edition the owner's quality team uses.
