Cleanroom contractor in Malaysia: rules for buyers
In Malaysia the National Pharmaceutical Regulatory Agency (NPRA) and the Medical Device Authority (MDA) approve the owner's business, not the contractor. A contractor with foreign equity above 30% must hold a CIDB Foreign Contractor Registration before any work starts.

Which rules apply to your facility
NPRA has been a PIC/S participating authority since January 2002 (PIC/S, checked 31 October 2026). NPRA applies the PIC/S GMP Guide and its annexes to manufacturers (Freyr, checked 31 October 2026).
MDA licenses manufacturers, authorised representatives, importers and distributors. It also registers conformity assessment bodies for quality system certification and product testing (MDA, 29 October 2026).
| Business | Authority and rule |
|---|---|
| Drug maker | NPRA, PIC/S GMP Guide under the Control of Drugs and Cosmetics Regulations 1984 |
| Device maker or importer | MDA, Medical Device Act 2012 (Act 737) |
| Foreign contractor | CIDB Circulars 1/2023 and 2/2023 |

Who builds cleanrooms here
Drug makers under NPRA and device businesses under MDA are the regulated buyers.
What a foreign contractor must arrange
CIDB defines a foreign contractor as a company, in Malaysia or abroad, with foreign equity above 30%. Circular 2/2023, effective 1 February 2023, requires registration before any construction work, with no project award needed first. Registration needs a valid CIDB SCORE and has a fixed validity (Skrine, March 2023).
Circular 1/2023 covers the certificate for government works tenders. It is open only to firms from CPTPP member countries and needs a SCORE of at least three stars (Skrine, March 2023).
What to send for a first scope
Send the room list with the ISO 14644-1 class and occupancy state for each room. Add floor plans and ceiling heights. State whether NPRA or MDA will inspect. Say whether the owner has foreign equity above 30% and whether the work is a government tender.
Send your room list to ZY Cleanroom, a cleanroom design-and-build contractor with its own panel factory in Tianjin, China, to have a first scope prepared. Certification and testing can be arranged per project.
Who does the site work
Site work is delivered with a licensed local contractor: yours, or one named in the contract. ZY supplies the design, panels, doors and numbered drawings.
