Buyer guide
How long does it take to build a cleanroom?
Build time depends on the stages your project needs, its scope and its approvals, so a fair answer needs your room list. This guide lists the stages and what drives each one.

The stages
ISO 14644-4:2022 covers a cleanroom from requirements through design, construction and start-up. EU GMP Annex 15 adds qualification stages for pharmaceutical sites. The table also shows procurement, which sits between design and construction on most projects. Stages run in order for the most part, but design finishing, ordering and site preparation can overlap.
| Stage | What happens | What drives its length |
|---|---|---|
| Requirements | Process, room list, classes and states are written down (URS). | How many decisions are still open. |
| Design | Layout, air system and drawings. The design is checked against the URS. | Number of rooms. Changes after review. |
| Procurement | Air handling equipment, filters, panels and doors are made and shipped. | Manufacturing and delivery times, freight, customs and site access. |
| Construction | Enclosure, services, ceilings and floors. | Condition of the building, trades on site, nearby live production. |
| Start-up | Setting to work, balancing and functional checks. | Whether services are complete and stable. |
| Testing and qualification | ISO 14644 tests, and IQ, OQ and PQ where required. | Number of rooms, retests, owner review and sign-off. |

What drives duration
Scope and class. More rooms, a higher class and more required tests all add work. Each extra room adds drawings, equipment, tests and records.
The building. A new shell and a retrofit inside a running plant are different jobs. Access, existing services and nearby production change the order of work.
Decisions. Annex 15 expects planned changes to a facility to be documented and their impact assessed. Late changes to layout or class can send the design back for review.
Equipment and shipping. Items with long manufacturing or delivery times can be ordered once the design is stable. Imported equipment adds freight and customs steps.
Local rules. ISO 14644-4:2022 leaves fire and safety regulations outside its scope. Local permits and inspections come on top of the cleanroom stages, and their timing depends on the site.
Test sequence. OQ normally follows IQ, and PQ normally follows IQ and OQ (Annex 15, 3.10 and 3.13). Each stage ends with a formal release by the owner's responsible personnel (2.10), so owner review time counts. A successful OQ also allows operating procedures, operator training and maintenance plans to be finalised (3.12).
Failures. Annex 1 (4.32) calls for requalification after remedial action on an out-of-compliance condition. A failed test adds repair and retest time.
How to get a usable schedule
Ask each bidder for a schedule that lists stages, owners and assumptions. Check which dates depend on supplier delivery times and which depend on your approvals. Ask what is tested, in which occupancy state, and who reviews the reports. Ask which stages the contractor controls and which the owner controls. Compare schedules only when the assumptions match.
To have a room list reviewed, send it to ZY Cleanroom, a cleanroom design-and-build contractor with its own panel and door factory in Tianjin, China.
Questions
Common questions
How long does a cleanroom take to build?
There is no fixed answer. It depends on room count, class, the building, equipment delivery times and the testing the project requires. No independent public source gives a typical duration.
Does validation add time?
Yes. Qualification follows installation. OQ normally follows IQ, and PQ normally follows both (EU GMP Annex 15).
Can stages overlap?
Some can. Long-lead equipment can be ordered once the design is stable. Installation qualification cannot finish before installation does.
What should a cleanroom schedule show?
The stages, who owns each one, the dates that depend on supplier delivery, the dates that depend on owner approval, and the assumptions behind them. Schedules built on different assumptions should not be compared.
