Which rules apply to your facility

NHRA's procedure for local manufacturing sites has three steps. In step one the owner applies through Sijilat.bh with a site layout or design, and NHRA inspects the site for construction approval. A pre-approval letter signed by the NHRA CEO is then issued to start construction. In step two, after construction, NHRA inspects the site, then inspects again once machinery is installed, and grants a manufacturing licence valid for 3 years. In step three, NHRA inspects after the qualification or validation batch and stability batches, and grants a GMP certificate valid for 3 years (NHRA, steps for local manufacturing sites licensing).

For hospitals and clinics, Legislative Decree No. 21 of 2015 says no one may establish or operate a private health facility without prior NHRA authorisation (article 6). Premises must meet construction, health, technical, security and safety requirements set by a Board resolution, and building works or changes to the internal arrangement need NHRA approval (article 12; decree issued 16 August 2015, Official Gazette issue 3223).

Who builds cleanrooms here

Gulf Biotech was licensed by NHRA in April 2022 for the initial batches of injectable medicines, described as Bahrain's first injectable manufacturer, with a final inspection still needed for its GMP certificate (Bahrain Business Gate, 17 April 2022). Owners of new medicine sites and private health facilities are the regulated buyers.

What a foreign supplier must arrange

Bahrain applies a common external tariff of 5 percent to nearly all imported goods, with listed exceptions (US Commercial Service, Bahrain Country Commercial Guide, published 1 December 2025). Check the tariff line for each product with the owner's customs broker. This page found no official Bahraini source on product approvals or contractor registration, so ask the owner which approvals apply.

What to send for a first scope

Send the room list with the ISO 14644-1 class and occupancy state for each room. Add floor plans and ceiling heights. State whether the site is a medicine factory or a health facility, which of the three NHRA steps the owner is at, and whether the site layout has been submitted.
