Cleanroom contractor in Morocco: rules for buyers

In Morocco the regulator approves the owner's plant, not the contractor. Since 16 June 2025 applications to create, open and operate industrial pharmaceutical establishments go to the Moroccan Agency for Medicines and Health Products (AMMPS).

Which rules apply to your plant

Law 17-04, the Code of Medicines and Pharmacy (Dahir 1-06-151 of 22 November 2006, Bulletin Officiel 5480), says in article 20 that every medicine must be made under the good manufacturing and distribution practices set by the administration. Article 75 makes any project to create a pharmaceutical establishment subject to prior authorisation. The file states the location, how the site will operate and the responsible pharmacist. Approval considers the quality of installations and equipment against technical norms set by the administration.

Article 76 makes opening depend on a final authorisation, based on the prior authorisation, the report of a conformity visit by pharmacy inspectors and the responsible pharmacist's contract. The visit checks that the plant as built matches the project presented and accepted, or changed at the administration's request. Under article 79, extensions or changes to the premises must be declared to the administration, and a new site needs a new authorisation. Article 80 requires premises fitted and kept according to the pharmaceutical operations carried out in them (Law 17-04, Ministry of Health database).

From 16 June 2025 the powers of the Secretariat General of the Government (SGG) over these authorisations passed to AMMPS. Files lodged with the SGG before that date stay with it until completed (Infomédiaire, 11 June 2025). Morocco is not on the PIC/S list of participating authorities (PIC/S, checked 1 November 2026).

Who builds cleanrooms here

Industrial pharmaceutical establishments are the regulated buyers. Article 77 says an establishment with two or more manufacturing or storage sites must have each site named in its authorisation, so each new cleanroom site needs its own approved project.

What a foreign supplier must arrange

Build the plant as the approved project shows, because the conformity visit compares the two. Foreign pharmacists who want to work in an industrial establishment must first obtain a practice authorisation from the SGG before applying to AMMPS (Infomédiaire, 11 June 2025). Settle with the owner who files each change under article 79.

What to send for a first scope

Send the room list with the ISO 14644-1 class and occupancy state for each room. Add floor plans and ceiling heights. State whether the plant is new or an extension, whether the rooms are sterile or non-sterile, and whether the project file has gone to AMMPS.

Send your room list to ZY Cleanroom, a cleanroom design-and-build contractor with its own panel factory in Tianjin, China, to have a first scope prepared. Certification and testing can be arranged per project.

Who does the site work

Site work is delivered with a licensed local contractor: yours, or one named in the contract. ZY supplies the design, panels, doors and numbered drawings.

Where do applications go since June 2025?

To AMMPS, which took over the SGG's powers on 16 June 2025 (Infomédiaire, 11 June 2025).

Is Morocco a PIC/S member?

Morocco is not on the PIC/S list of participating authorities (PIC/S, checked 1 November 2026).
